Warning! Violator's Will Be Shot Execution-Style!

At least that's what the picture says to me. It says, "I will shoot you in the back of the head while you are running away." The translation is "Do not enter. Violators will be prosecuted." It is on an empty gravel lot that someone has turned into a parking lot. No buildings or any property of the parking "company" of any kind. Maybe they know something we don't. Maybe that's why the underground parking garage at my apartment complex says they won't be responsible if I die in their parking garage. Maybe the guy from the sign travels between parking lots "prosecuting" people.
